Down is too simple
In public safety, the word down is too simple. A system can be completely unavailable, but it can also be slow, unstable, partially unavailable, unreachable from one location, unavailable to mobile users, or technically online while still failing to support operations.
A vendor may say the system is available. A dispatcher may say it is unusable. Both may believe they are right. That gap is one of the most important issues agencies need to address before moving critical systems to the cloud.
Uptime percentages need definitions
Uptime percentages sound reassuring, but the definition matters. Agencies should understand what the uptime commitment applies to: the application, the hosted environment, the agency’s ability to connect, mobile users, interfaces, maintenance windows, or only a narrow platform component.
A high uptime number can still leave important operational gaps if exclusions are broad or the measurement does not reflect agency experience.
Vendor availability and agency availability are different
Vendor availability means the hosted service is operating according to the vendor’s definition. Agency availability means users can actually use the system to support public safety work.
The vendor platform may be healthy while the agency has a circuit failure, firewall issue, authentication outage, endpoint problem, or third-party connection failure. Agencies need to understand the full availability chain, not only the vendor’s status page.
Degraded service matters
Public safety systems are not always either working or down. Degraded performance can be just as important. Slow screens, delayed mobile updates, failed map layers, queued interfaces, or repeated disconnects can change how the room operates.
Agencies should define when degraded service becomes operationally significant and how those issues are reported, escalated, communicated, and reviewed.
