Readiness should come before migration
A cloud transition should not begin with the first vendor project meeting. It should begin with readiness. Readiness means the agency understands its current environment, operational dependencies, risk, expectations, contract needs, user impact, and remaining responsibilities before critical systems move.
A vendor-led migration plan may move the system. It may not fully prepare the agency.
Start with the current state
Agencies should document what systems are in use, who uses them, where they are used, what workflows are critical, what connected systems matter, what local dependencies exist, and what fallback procedures are documented or tested.
The goal is not perfect documentation. The goal is enough understanding to avoid preventable surprises during procurement, implementation, go-live, and stabilization.
Bring the right people together
Cloud readiness should include operations, IT, dispatch leadership, records, corrections where applicable, field representatives, procurement, legal, finance, and command staff as needed. Not every group needs every meeting, but the project should not be managed in a silo.
The people doing the work understand consequences that may not appear in architecture diagrams or contract exhibits.
Prepare for the new operating model
Agencies should review connectivity early, inventory interfaces, review the contract before commitment, define success, prepare fallback procedures, communicate with users, test operational workflows, and plan for post-go-live stabilization.
Readiness is how the agency protects the mission before the transition begins.
