If the primary dispatch center is unavailable, the backup center must be able to reach cloud CAD. That means testing connectivity, authentication, user access, workstation readiness, radios, phones, printers, and operational workflows from the backup location.

Cellular or wireless backup options may help in some scenarios, especially for temporary operations or limited fallback. But agencies should understand coverage, data limits, congestion risk, antenna placement, device support, and whether the option can support actual dispatch workflows.

Know who responds when connectivity fails

The agency should know who receives alerts, who contacts the provider, who contacts the vendor, who informs operations, and who decides whether fallback procedures are needed.

Backup internet is not only a technical design. It is an operational commitment that should be documented, tested, and reviewed before the agency needs it.
