Both perspectives can be true. That is why agencies need shared responsibility clarity and a support process that can separate vendor-side, agency-side, connectivity, authentication, and interface issues quickly.

Important distinction: Vendor availability is not always the same as agency usability.

Communication matters during the outage

Agencies need useful updates. The first update does not need every answer, but it should acknowledge the issue, identify known impact, explain what is being investigated, provide any immediate guidance, and set expectations for the next update.

Silence increases confusion. Clear communication helps operations decide whether to continue troubleshooting, stay in fallback, notify leadership, or prepare for extended disruption.

Recovery is not only technical

Restoring CAD is one part of recovery. The agency also needs to reconcile manual notes, confirm times, validate queued interface messages, restore mobile workflows, communicate status to users, and review what was learned.

A strong recovery process includes after-action review. What failed? How quickly was it detected? Did communication work? Did fallback procedures hold up? What contract, training, monitoring, or support changes are needed?

Planning should happen before the outage

Cloud CAD can be a strong model, but it should not depend on hope. Agencies should understand the SLA, RTO, RPO, maintenance rules, support escalation, outage communication, and manual procedures before go-live.
